Producing a Transition Report
By the end of the transition, the transition team should develop a report that outlines key policy priorities for the incoming administration. This report can serve as a guiding document for the administration and members of the public.
The report should include a section for each policy committee. It's critical to give policy committee members a report template at the beginning of the process so they know what they are working towards.

Executive Summary: Summarize the Civic Engagement Process and Highlight Emergent Themes from the Transition
Provide an overview of the committee structure and policies considered
Recognize the people who shared their experiences and thoughts with the transition
Highlight overarching themes that emerged from the committee
Recommended Actions
For each policy the committee addressed, repeat the format below:
Theory of change: How will the policy transform the lives of all constituents?
Policy levers: What is the mechanism for the change to occur?
Key leader(s): Who are the key departments/agencies/groups that will be responsible for leading the change?
Recommended actions: Provide key actions to implement in the short-term and long-term
Metrics: What metrics will the administration use to track progress?
