a step-by-step guide for leading a successful transition
The period between Election Day and Inauguration Day, often referred to as "the transition", is a critical time for newly elected officials. The transition is a unique opportunity to engage the public, turn broad policy intentions into actionable policy proposals, and recruit top talent to fill roles throughout government. Facilitating a strong public engagement process during the transition can help a newly elected official prepare to take office and strengthen the civic fabric of the communities they serve.
During the transition, newly elected officials often choose to name a group of active citizens to serve on a "transition committee" to create a comprehensive set of policy recommendations for the new administration. It is critical to select a team that is representative: it should include people with diverse personal backgrounds, professional expertise, and geographic location. Newly elected officials should also invite the general public to participate in the transition by providing opportunities to (1) submit ideas, (2) engage with the transition policy committees, and (3) apply for open jobs.
This transition toolkit gives newly elected officials the tools they need to run a transparent and inclusive transition process. Each tab of this website provides concrete steps that newly elected officials can take to leverage their transition to build a strong governing coalition, strengthen civic engagement, and be prepared to lead on Inauguration Day.
This guide is inspired by the Moore-Miller gubernatorial transition team in Maryland, whose unique approach created a historically diverse and inclusive transition that engaged the public at every step.
